The backend must return utc date of last user login. It must be up to the frontend to convert the utc date to relative date with the relevant timezone.

In JS frontend, momentjs' fromNow() must be used to get the "time ago".

DTOs were modified in commit 16c937d137
and momentjs was added and used in 8d313fa0e6 in active users as well as for chat message date formatting
